I’m guessing you refrigerate them first? When you first form the dough into a square, does it come together, or is it crumbly and falling apart? If it is crumbly at that point, you might be adding too much flour. To measure flour, I always scoop it up lightly with the measuring cup, then level it off with a knife. Never shake the measuring cup or tamp down the flour – that adds extra. Other than that, I’m not sure what could be going wrong.
